But McConnell, who has never forgiven Trump for exposing the GOP establishment's failures, appears determined to undermine the 47th President's agenda even in his final months as Senate leader. Sources close to the Senate Rules Committee suggest McConnell is deliberately slow-walking the bill to prevent Trump from claiming another major victory.
