President Trump unveiled the Fraud Whistleblower Incentive Program on Tuesday, giving every American the ability to report fraud, waste, and corruption in their communities through the new website fraud.gov. The announcement came during a White House event honoring independent journalist Nick Shirley, whose investigations into taxpayer-funded fraud have drawn national attention and even prompted California to pass legislation aimed at silencing him.
"From day one of my administration we've waged an unprecedented war on corruption and fraud and will not let our country be looted and plundered by thieves and pirates and foreign fraudsters and basically scum," President Trump said.
1% Commission on Recovered Funds
The centerpiece of the program is a financial incentive: anyone who provides information that leads to the recovery of stolen or wasted taxpayer dollars will receive a 1% commission on the amount recovered.
"If you turn somebody in and you, let's say report and you find a billion dollars, we are giving a commission to that person of 1%," the President explained. "And if it's 10 million, 200 million, 400 million, we're giving a 1% commission to that person."
President Trump stressed that whistleblowers must be able to prove their role in exposing the fraud. "You have to prove that you were the one and prove that it was you," he said.
Built on a Record of Anti-Fraud Enforcement
The new program builds on the work of the Trump Administration's Task Force to Eliminate Fraud, which has been documenting fraud, waste, and corruption across federal agencies since January 2025. The fraud.gov website serves as a public record of that effort, detailing fraud uncovered, fraud stopped, and fraud enforced by partner agencies.
The site also features an interactive map of enforcement actions, suspensions, and recoveries by state and locality, along with the Task Force's ten highest-impact anti-fraud actions since January 2025.
Nick Shirley Honored at White House
President Trump welcomed journalist Nick Shirley to the White House, praising his work exposing fraud against taxpayers. "Nick's work to stop taxpayers from being ripped off is a direct threat to the radical left's effort to turn America into a third world country ruled by people who hate America," the President said.
He also noted that California recently passed the "Stop Nick Shirley Act," an attempt to crush free speech and prevent corruption from being exposed. "Now it's a scam, it's a giant scam," President Trump added.
How Americans Can Join the Fight
The White House is encouraging all citizens to participate. "Independent journalists and everybody and all Americans will now be able to go to the fraud.gov and report cases of corruption and theft of taxpayer dollars in their communities," President Trump announced.
The website was created by Joe Gebbia and the team at the National Design Studio, whom the President praised for their work: "Everything Joe's done has been a big success."
